Applying to be on the Eligible Training Provider List

Please read the following before applying:

  • Training programs on the ETP List are approved to provide training to individuals who qualify for: an Individual Training Account voucher funded by Title I-B of the Workforce Investment Act (WIA); or additional weeks of unemployment insurance benefits through the Washington State Training Benefits Program; or Trade Adjustment Assistance.
  • All providers of occupational training, with training locations in Washington state, can apply to the List. 
  • Training providers located outside Washington are not listed on the Washington State Eligible Training Provider List. To be considered as WIA-eligible in Washington state, out of state training programs must be on the ETP List in the state in which they are located.
  • Private career schools, unless exempt, must be  licensed by the State in accordance with RCW 28C.10 , before an application to the ETP List can be approved. Information about licensing is available from the Workforce Board.
  • Inclusion on the ETP List does not guarantee that funds are available for enrollment in an eligible program. The availability of funding is dependent on many factors. For more information on funding and individual eligibility, contact a WorkSource Center in your local area.

Application Steps:

  1. To begin your application, go to the ETP online application. Complete the school/organization information form, be sure to fill in all required fields.
  2. If your school/organization has more than one training location, you must complete a separate application for each location.
  3. Next, download, read, sign and mail the Eligible Training Provider Assurances Form.
  4. Review the data reporting requirements for eligible training providers referred to in the Assurances Form.
  5. If you are located in Wahkiakum, Cowlitz, Clark or King counties, download, sign and mail the additional form required by your local Workforce Development Council.
  6. Complete a program information form for each program that you want to put on the ETP list. Be sure to fill in all required fields. Do not enter a decimal point in the CIP code field (optional field).
  7. Submit your application.
  8. Soon after we receive your application, you will be informed of the status of your application via email or phone. Once we have recieved your complete application, including the hard-copy assurances form, your application will take from 1 to 6 weeks to process.
