Questions
What data reporting is required of eligible training
providers in Washington State?
Training providers are required to
annually provide the Workforce Board with individual student data on
all students who were trained during the previous academic year, in
each of their programs on the ETP list. Community and technical
colleges and registered apprenticeships do not need to collect or
submit any data beyond the data regularly reported to the State
Board for Community and Technical Colleges and the Department of
Labor and Industries.

What is the student data used for?
In accordance with the State of Washington Eligible Training Provider
(ETP) List Policy
, training
programs on the state ETP list are required to undergo a
performance review
by the Workforce Board
(WTECB). In this review, WTECB determines whether or not programs
meet standards for program completion rate, and employment and
earnings of former students, as a measure of how well the training
prepares people for employment. Training programs must meet these standards
in order to remain on the Washington State Eligible Training Provider List
for the next program year. In order to conduct the performance
review, in accordance with state policy, WTECB uses the reported
student data to gather employment and wage information used in
calculating the employment performance results of ETP List training
programs.
What actions
are taken by WTECB to insure data security?
Access to
individual data is limited to staff and contractors who have signed data Confidentiality Statements
in which they agree to follow strict data security procedures. All CD's
and hard copy data is stored in locked drawers and
destroyed when no longer needed.
All WTECB data computers are password-protected. Individual data reported
to WTECB is not considered public information, and is exempt

Is reporting of student social security numbers
required? Training providers with programs on the ETP List
are required to ask each student
for their social security number. Students have the right to refuse
to provide their social security number. We ask that you inform the
students about the use of information they provide and the security
measures taken by WTECB, so they can make an informed
choice.
